Because the premium depends not on the municipality but on the premium region: Switzerland has 42 of them, and two neighbouring municipalities can fall into two different ones.

Why

The FOPH divides each canton into one to three rating regions according to observed health costs. Switzerland’s 2'114 municipalities therefore spread across only 42 regions — and the boundary sometimes runs through the middle of a built-up area.

A single postcode can also straddle two regions: the postal service and the FOPH do not divide Switzerland the same way. Your municipality of residence decides, never your postal address.
